I could definitely see the FanLib fee happening. They have the advantage of industry connections that fan-run sites do not. In order to get to that point however, they would need to send out C&D's until they found someone who would fight. Then we'd have the definitive ruling on fanfic that we've all been dreading/hoping for. With FanLib in existence, the ruling could very well be in the copyright holders' favor.

As for the paying attention to the law, today someone linked me to the April defeat of strong net neutrality laws. That set of some major sirens in my head.
