Than I think you'd probably like it. Basically it starts with the main characters going "wtf?" about all these people returned and the powers start to manifest slowly and the first season is about finding out why their there and than the second season it starts to get more of the consquences/conspiracies, with a mix of "nifty power of the week" episodes. Season three has ... I think one stand alone and even that's kind of dependent on knowing the arc.
A friend of mine tried to watch a random third season episode because it was rec'd to her and she managed to pick up one of the most arc dependent episodes I could imagin. I told her it would have been like picking up Battlestar Galactica at Rapture or X-Files at Two Fathers.
